Mixing to mic-level output

I need to do some mixing into a PA system, but I have available to me only a single mono XLR mic input. I'm looking relatively low-end here. (I need to mix two mics and a CD player.) Some mixers explicitely state that they had selectable line/mic-level outputs. But some don't say anything (and are presumably line-level only). Am I safe to plug the line-out into the XLR-mic-in if I just turn the level way down? Or do I really need to have something that has mic-out capability? I'm a bit confused. Thanks!
 
so am I...I need a little more information before making any suggestions. Who, what when where why? Amp/model location/etc.

Well, here's the best info that I know about:

The location is a collegiate competition swimming pool. There is a facility PA system with various inputs, amp, etc. I'm up in the control booth, where I have a single mic input. (Actually, my jack is a 220-volt style twist-in jack, which the original installers did, and I have a twist-on to XLR cable for my standard PA hand-held microphone.) I need to be able to mix two microphones together plus a CD source from the control booth, and feed it to the PA system through this microphone input, which is all I have to work with. I don't know the brand or model of amp involved... it's a rack-mount unit located in a utility closet somewhere that I don't have general access to.
