Can you use Midi SysEx from one synth in another synth?

Yes.
The sysex message is preceded by a manufacturer's code, so the synths have to be from the same manufacturer and a similar model --- a Wavestation and a Wavestation SR for example --- and you need to be sure the device numbers match.
