i bought a M Audio Mobile Pre as a soundcard, and there's 2 mic/line in put and w/ phantom power, but when i plug a mic in and switch the phantom power on, the mic signal level still very very low, why?

what kind of mic are you using? only condenser mics need phantom power.
does the mic have a pad? it might be switched on.
is there a dial to adjust the gain? give that thing a tweak.

How are you plugging it in?
You are adjusting the gain knob, aren't you?
Finally, what about the volume of the input signal on PC side? Usually there's an adjustment for that in the device's control panel software... at least, there typically is with PCI cards... yes, I see in the specs that there is a software level control mentioned...
