Mia = Mic + Preamp?

Does one need to use a preamp when using a condensor mic with a Echo Mia Card?
 
I believe the Mia doesn;t have preamps...

for any mic, u'll need preamp for them.

for condensor mic, u need preamps with phantom power.
 
Ok, so what does the balanced inputs correlate to? Eg, what type of equipment is has balanced inputs other than mixers?

Edit: Never mind about the questioned above. The Mia accepts both unbalanced and balanced signals. What I should have been asking in the first place is how to power a condensor mic using alternate power sources other than phantom power.

#1: u'll need a preamp, no matter what!

#2: what condensor mic u have? does it accept batteries?
 
I have about a $200 buget for the pre. I will using a Studio Projects C1 as the mic.
