Measuring latency & adjusting tracks

How do you guys know just how much latency you're experiencing? I hear quite a few people saying 'with such and such card I get 12ms of latency', how do you find this out?

Also when moving tracks in Cubase is there a way of reducing the amount of time tracks are adjusted by? It just seems to jump in increments of around 1/3 of a second and I'd like to be a bit more surgical than that.
 
Which soundcard are you using Kevin? It varies in detail according to the card but usually selecting VST multitrack from the Device Manager opens up a window where you can set / change the latency.

On your second Q it sounds as if you have snap enabled, so it jumps to the nearest division (depending on which time basis you have set). The little square button on the top row with inward facing arrows turns this on/off.
