Sometimes i get a message pop up saying, maximum effects available. Or i get to about 40 tracks and tells me a cant have anymore, is there some way to stop this?

Those are the limitations of the LE (Lite Edition) version of Sonar.
In order to expand to more tracks/FX, you would need to upgrade to the full version (Studio or Producer).
You could also 'bounce' your finished tracks in order to make more available.

Perhaps bounce down to stereo sub mix tracks where you can (AKA stems'), and save that original proj and import your stem tacks (there would likely only be a few) into a new project. You have the option go back to the original if you find you want to tweak a submix or something.
