No. It's the "balance scales" icon in the top border of the post that you have to click to give or take away rep points.

Also note that there are three different numerical scales used for rep points on this board - four if you count the green and red chicklets. It seems a little confusing at fiirst, but you get the hang of it pretty quickly.

The "Rep Power" that you see for each person on their post (above the colored chicklets) is not the same as rep points. You can see your own number of rep points on your Control Panel page, you'll see that number is different than your "Rep Power" rating. As far as I can tell from my own experience, once you've received your first 15 rep points, your rep power goes from zero to 1. Once you hit 100 rep points, your rep power goes up to two. After that your rep power goes up by one for about every 100 rep points your receive after that. Roughly speaking. For example, as of this writing, my rep power is rated at 54, and my rep points total 5208. So there's a step I missed in there somewhere, the correlation isn't exactly 100:1, but it's close enough to get the idea.

This is why some people may give somebody rep points and not see a change in that person's rep power. Right now if someone gave me even 50 rep points, that would give me a total of 5258 rep points; my rep power would still read 54 because I have not reached that 5300 milestone yet.

I have not yet find out how many rep points one can give (or take away) when they give positive (or negative) feedback to a post. Maybe someone else can chime in on that one.

Not that this makes any difference whatsoever. 99% of the people who show a rep power of higher than 100 have traded, bought or artifically manufactured their points. Their points mean about as much as the value of an Enron derivitave, and they have totally poisoned the rep point system to the point where it's meaningless anyway.

So relax, don't worry about the green and red eye candy. It's the posts themselves that matter. "It's the content, stupid!" ;)

It corresponds to the person's rep power who is doing the rating. So if I give somebody rep, that would give them 225 rep points.

Also, the abuse of the rep system is so systemic that you don't have to ply for rep points to get more than 100, you just have to be the friend of a friend of someone who does ;)
