Master & wave hammer order

i use acid pro and sound forge with ozone 4. have another question . .do you master first and then use wave hammer in soundforge or vice versa

Generally speaking, a mastered product is a finished product, so no, you wouldn't use a compressor afterwards.

You may choose to use a compressor as part of your mastering chain, but really there are no hard and fast rules about it.
 
It depends on what you mean by master. Steenmaroo is correct in terms of sequqnce BUT compression may well be part of the tool kit you might use in the mastering process - along with EQ, reverb, fade in/out, etc.
If you mean wave hammer as in achieving max ppossible loudness through the reduction of dynamics with compression then again that's part of the mastering process for many MEs.
