This would be an excellent card and interface for you to start with. Lots of routing options and excellent sound quality.

I looked really hard at the Omni Studio, but finally settled on the TerraTec DMX 6fire, not least because of the built-in phono preamp.

I presume you liked the part about the "effects out" and "effects in" on the Omni studio, yes?

What software do you plan to run?

You need to decide if you need (& want to pay for) all those facilities.

Do you need s/pdif i/o? If not look at the Delta 44 instead of the 66.

Do you need to record 4 tracks at once? If not look at the Audiophile 2496.

Do you need more than 2 preamps? If so, maybe a small mixer would suit you better.

A Delta 44 with a Yamaha MG10/2 mixer would give you 4 analog ins, 4 outs, 4 preamps for about $100 less than the Omni Studio

Would this be a good entry level card and interface? http://www.m-audio.com/index.php?do=products.main&ID=f16575c4e111de46be330a63c972c865

I want to mainly record my guitar, which would have distortion and other effects. Would this be a good soundcard and interface to get me started?

I've got the same setup, and the same needs. It was an excellent entry level for me. After reading through this BBS and others, it was apparent that spending the money allowed me to avoid a lot of frustrations generated by normal soundcard setups, and allowed me to better results, sooner.
