Try Audacity, at http://audacity.sf.net
It's free and Open Source and supports most VST plugins, as well. It ain't perfect but it's free, extensible, and improving all the time. Versions are available for Linux, Windows, Mac OS 9 and OS X. There are a few others in work as well, but the names escape me. Try http://www.linux-sound.org for tons of really good links and tips.
