can someone please explain how a limiter works, and how to apply it to a mix?

In short, a limiter 'watches' the decibal level of a signal passing through it, and essentially cuts the gain of the signal hard at the threshold when it is exceeded. So, if you set it to 0dB and the signal jumps to +6dB, the signal will be gain-reduced (attenuated) by 6dB. If the signal is lower than the threshold, it is unaffected.

As for using it in a mix, it depends on the software you are using (if you are recording tracks / mixing on a computer), or on the hardware you are using.

There are loads of limiting plugins for software recording, and plenty of hardware limiters for the analog realm, in all different price ranges.
