Legally covering a song.

I covered I shall be released and I would like to distribute my version. I read that in order to do that I would have to check with the publisher and get a licence from the Harry Fox Association.. I went to there website and looked up "I shall be released" by "Bob Dylan" and I didn't get any hits.. so there was a link to hit in case you couldn't find the song you were looking for and I sent HFA an email...

This was there reply:

"I Shall Be Released" is currently under copyright control, therefore HFA
doesn't represent.


What does that mean? Is it ok for me to distribute the song or no?

You'd have to contact the publisher directly, if they don't respond, you can obtain a compulsory license:
