In my opinion, DVDs and books aren't the best way to learn the guitar from scratch.
Even though you're not wanting private lessons, they really are the best way to learn the fundamentals of how to play. Having a human being sitting in the same room with you is pretty important at first, for several reasons.
Anyways, sorry my advice was pretty much what you didn't want :/
I've never been much of a fan of instructional DVDs though, so I'm always reluctant to recommend them, especially to beginners. But from what I read about that particular set, it seems like a pretty comprehensive set. It just seems that for the same amount of money, you could pay for a few lessons and get a curriculum that's personally suited to you.
