Latency problem on Tascam US-122

I am a newbie to the home-recording game. I have immediately run into a latency issue - when I overdub on an imported beat or the first rhythm track - the latency factor seems to be around 120 ms. I have two questions:
1. Will the latency factor always be constant with my set-up? (i.e. every time I record a track it will be exactly 120 ms off). Or does this factor change from track to track and one recording session to the next?
Is there a method to determine exactly what the latency factor is?

2. Given my set-up below, and the fact that I have an average speed laptop, what are my best options for reducing latency. Is it buy better studio software, or something else?

Any advice is greatly appreciated.

Here is my setup:

Shure KSM27 condenser mic
Tascam US122 Audio/MIDI Interface
Acoustica Mixcraft 2.50 Recording Studio (software)
Laptop - 1.4 GHz, Pentium M, 40GB, 512MB RAM, 400 MHz bus speed, sound card is cheap (Sound Blaster Pro)
 
I'm not famialir with your software, but do you have the option to turn on direct monitoring? Also, your audio driver shoud hae a console for tweakng settings, make sure you find that.

Are you shure you have the proper driver installed (and selected in the software)? Last, what is your buffer size? You may need to lower that to reduce latency. THat is a lot of latency, if examining the above doesn't do the trick for you, i would say youy DAW isn't powerful enough (processor and RAM, but mostly RAM here i think) for trouble free use.

Sample Rate - 44100
Bit Depth - 16 bits
Number of Buffers - 16
Buffer Size - 32768

I don't see anything in my recording software about Direct Monitoring. I do have the option when recording to unclick Overdub; I also have the option to decide which soundcard to use - either the Tascam 122 or my laptop's, and the option on which recording source to use, Tascam 122 or laptop. For both of these I chose Tascam 122 - is this right?

I can also select my playback to come through the Tascam 122 (through phones) rather than through computer speakers. Does any of this relate to Direct Monitoring?

make sure you choose asio drivers for the tascam in your recording software...there should be a option for 16 bit or 24 bit.
Also..make sure in windows control panel under "sounds and audio devices"...you choose the tascam for your playback and your recording.
Also..in windows control panel..click on the tascam icon (you might have to switch to the Classic View to see it )...change your latency to 512 or 256.
 
Thanks for the help - do you happen to know if Mixcraft 2.50 can peroform this function? Also, I have old version of Cool Edit Pro 2.0 that I have never tried - I read in a forum that 2.0 does not support ASIO or EASI. Does this mean that Direct Monitoring would not work if i switched to that software?
