Latency issues

I got my question laughed at in the Cubase.net forum, but it looks like you guys don't mind simple questions. I am new at Cubase SE and am used to using low level software to control sound cards.

I have a Vxpocket 440, using it to play a test signal and simply recording it, but this for acoustic room testing, reverberation testing. So I need the latency to be stable and known. I took some measurements and found that the latency was varying from experiments with the exact same test signal and conditions. I know the Vx has a 10ms latency, but something's going on with the software. Is there a way to control the software latency?

In the Device manager under multitrack there should be a latency reading underneath the Driver select box.
 
I dont know about your sound card, but some manufacturers don't have very good ASIO drivers (especially creative labs). Try switching to the directX driver and see if your latency improves at all. When I was using my crappy sound blaster it took my latency down to 14ms from 750ms. It was almost useable!
