Latency - is 96 KHz/192 KHz the answer

I am recording on Reaper on a HP with 1 Gb DDR, with 44.1 Khz / 24 bit and buffer sixe of 8 and 256 in the project setting and getting a latency of 33 ms.

If I use 96 KHz/ 24 bit the latency goes to 21 ms. My question is can I reocrd in this format and later change everythig to 44.1 easily. Is there any other drawback than the file size being big.
 
Yes, you can resample to 44.1k later.
One drawback is the additional loading placed on your computer to handle the > 2x amount of data being processed per second as well as larger file size.

2.0 Ghz i 7, 8 Gb DDR3, Hard drive 120 Gb SSD (or 500 Gb), Win 7 64 pro.

Should be fine. It depends on the number of plugins used and any other programs also running on your pc.
You're going from a pc with a single core and a slower bus to a quad core with 8x memory and a ssd.
