Is there any keyboard out there with a "tack piano" effect?

First of all, there's any number of general midi synths that have a honky-tonk piano patch.

Secondly, there's the option of applying chorus to regular piano sounds to detune the patch.

Thirdly, you can double piano with harpsichord (at low volume) or even maybe clavinet (at low volume) to simulate the percussive attack of a tack piano.

I have also doubled the right hand of the piano up one octave (detuned) at lwoer volume to add crispness (and some upper harmonics) to the tack piano or honky-tonk piano sound.

Hope this helps.

acoustic piano with thumb tacks stuck on the hammers would do the trick

Like lumbago said, most Roland synths and modules (or any synth that says "General Midi" or "GS" on it) will have a piano #004 which is a Honky Tonk piano and sounds like what you're talking about. A little eq might help.

All Mac computers running OS X have that sound built in too, although it's not great, but they licensed it from Roland, and it might even work.

It sounds like the intro to "O-Bla-Di, O-Bla-Da" if you know that.

Even my Casio WK500 has a number of choices for this type of piano sound.
