hmm i have never used garage band but i would assume that the bass and drums in that programs are synths and samples and what not? reason by propoellerhead or project 5 by cakewalk may do the trick for you. Also you ay just want to use a sampling program like gigastudio or kontact and then get some bass and drum samples. that is what i would do.

I have an M-Audio FW 410, and a laptop with 2.7 ghz, 512 ram
Depending on what you want to do:

Cakewalk -> Sonar
Sony -> Acid
Ableton -> Live

The reason for the big noise about Garageband is because it's the first one (looping based) for the MAC, PC programs have been around for quite a while namely ACID.

Multi-Tracking PLUS Loops

I'll plead ignorance on the PC based stuff, but Garage Band comes included with the newer Macs which means no additional cash outlay for Software... Of course, if I could find PC software that equalled it, I'd be happy since I do a lot of cross platform stuff...

I could never find a reasonably priced PC software that can do what I can do with Garage Band... IT is more than loops and virtual instruments... It is multitracking and assmebling and editing and way more stuff WAY EASIER TO USE than what I was using and doing even in our studio at the radio station...

It is the top of my list right now...

Tell me about ACID...
