We still don't know if you need a recording or live mic, but your mention of a 3.5mm jack implies that you think you can just plug a mic into a computer. Well you can, and it will really, really suck. You need more knowledge before you buy *anything*.
What Moresound sent you above is Word. You need a computer interface with a mic preamp and an analog to digital converter. There are mics with built in preamps and converters, called USB mics, and given that you are on a *very* tight budget, it might make sense. For instance:

Will it give you "pro quality"? No. Will a Toyota Corolla give you "pro quality" in the LeMans Grand Prix?
No. But- you have to start somewhere. Be prepared for the awful truth is that recording costs money, which is why so many big rappers were (or are) successful cocaine dealers. The other truth is that anything that says "Pro" in the name, isn't. If it was really pro equipment, they wouldn't need to tell you. Ever heard of a Neumann "Pro" U87 or a "Pro" Ferrari? A USB mic will work as entry level (just make sure it has a headphone jack), but you really need a good interface and a decent dynamic mic. That's $250 or so in the US, and more in Europe, Asia, or Australia. I recommend Line 6 UX-1 or UX-2 and a Shure SM57 or SM58 to start. Best of luck.
