Re- acid Techno
Hmmm... Paul Okenfold = Techno... dont think so, he's more like dance or trance. Dirty Vegas? I suspect they use loads of different stuff. In answer to your question.. No. Why? Because unless you can generate the sounds yourself you will become very bored with whats on the disk. You need- 1) A sequencer, like cubasis (not expensive) 2) Some free plug-in instruments for sequencer to generate sounds (RGC Triangle II is fantastic) 3) A drum sampler (again, loads of free ones to choose from) 4) A sound editor is also a must have (to chop up audio and trim samples etc) With these four programs and any half decent sound card you will be able to make techno. Acid itself is a fantastic program but unless you go for the Pro version it lacks effects and flexibility, but as a song layout tool it is briliant.
So buy it anyway, and the others I just mentioned and have some fun.
