Installing VST plug ins

I have tried numerous times, but I still can't install 3rd party plug ins (Soundhack, etc).
I'm currently running LIVE v7 on Windows 10.
 
I'm not sure what the issue is - but why are you running such a old version of Ableton Live?
 
I don't have $ to upgrade. I also use LIVE pretty minimally, so v7 works for me for now.
My question is WHERE do you put the plug ins. When I "browse/re-scan"in LIVE nothing shows up.
I tried messing with the administrator settings, but no luck.
