In need of remastering pre-recorded music to CD quality.

hey guys,
i have some .mp3 files of music that users at my site have submitted to me. some of them are really high quality, but some are really low quality. i want to help my users increase the sound quality of the music, so i'm gonna ask you guys for some help.
alot of the .mp3's that i have are low sounding quality with the following faults:

- static-y sounds (really big problem)

- low vocal sounds

that's about it. i currently have Sound Forge XP 4.5 and the latest Cool Edit Pro. i have no plug-ins as i'm still new to this. let me know if you guys have any suggestions on what i an do. also, here's a link to a song that i'm trying to remaster:
