My setup should look something like this when everythings working:

all of my instruments > behringer UB1832FX-pro mixer > lines comming out of the inserts (or so) and a midi out > Delta 1010lt > cool edit pro

I don't know much at all about this delta sound card, right now just to get it set up I have my Vox amp plugged directly into the delta. I am getting a signal in the Delta's mixer thing, but I can't hear it on my computer speakers, and it wont record into cool edit.

I need to know how to set it up so I hear what is going into my delta card, and how to set cool edit pro up to record it. Thanks.

Oh, if it is usefull to know, I have a Creative Live sound card (or something along those lines) that my computer speakers are plugged into.

First question... The easy one...
Are the speakers hooked up to the Delta outs?

No, they are plugged into my soundblaster sound card. Should they be plugged into the outs? I want to use them for playing music and normal stuff on my computer as well. I don't have studio monitors, at least yet.

But besides knowing how to set that up, I need to know how to set it up to cool edit pro as well, because I wasnt getting any signal in cool edit. Thanks.

The only way to get sound out of the Delta is to hook up speakers to to the Delta Outs. You CAN do this by rerouting the Delta outs into the Soundblaster, but I wouldn't suggest it. To get Cool Edit to record...Go into your Cool Edit audio devices settings and make sure the Delta is selected at the soundcard you are using. I don't use Cool Edit so I have no clue what the actual name for the audio setup function is but it should be there.
