-any bass NOT made by Rouge! Otherwise, you're probably safe. Heck, I've played on "cheapy" Yamaha and Ibanez basses, they'll do just fine for a beginner.
 
Check ebay for a used Godin. You might find one under $300. Very good basses, very high quality, excellent craftsmanship. Killer sound.
 
I got a cheap Ibanez bass for about £180 (insert dollar/pound conversion here), just for recording. Had no complaints at all with it. Sounds and plays pretty good.
 
Hit up pawn shops and used music stores. Try various basses out. Once you find one you like, haggle a little on the price 'til you get a reasonable deal.
 
Used, used, used. Buy used. And, yes, avoid companies like Rogue and Lotus. :)
 
For that price, I'd say your best options Are OLP[good sound, easy to play], Peavey[ I have a milenium. Great bass, extremely versatile, cheaply made though], and Yamaha[ those stay in tune GREAT and sound pretty good.]

I just wanted to second the idea of a used Ibanez soundgear. I've had a couple of those and was very pleased. In fact I found a used SRX500 just a few months back for 300 bucks at a local music store. Great bass.

I third this, except that they're so cheap, buy one new. the Ibanez GSR200 is < $200 at guitar center. and it's decent sounding.
 
During a recent afternoon at GC, I auditioned cheap basses for my home studio. My two favorites in the $200-range were the Ibanez 200 and Yamaha 170. In short, I liked the Ibanez for its easier playability (thinner neck and lower action) and the Yamaha for its clearer tone and lack of buzzing, probably due in part to its higher action. I played several of each model and these impressions held fast. In the end, I bought the Yamaha because I'll only be using this bass for its recorded sound in the jazz-rock realm. The Ibanez was a fine alternative, though, and would appeal to folks wanting faster action, especially when playing heavier types of music. All in all, I believe both models are low-cost winners offering more than I expected at this price point.

A word of caution: be sure to check the neck of a guitar before buying it. The necks of these basses varied, especially at this low price, and I looked at several out of the box before finding a relatively straight one.

Another vote for Ibanez Soundgear ... unbeatable in the price range. One or two items from the Cort and Aria ranges deserve a look-in, and the Yamahas will always be fine, but Ibanez don't make a bad guitar neck as far as I can tell (and I play dozens of them every month), and the Soundgear basses also seem to have very good pickups for the money too.

I kinda can't be bothered with any of the OLP stuff. It's fine, I guess.

I played one Epiphone bass that played ok, but the pickups were a bit lame ... a bit under-powered and without much definition to the tone ... but it could've been a bad one, I haven't played any others!
 
Last spring I scored a Johnson P-Bass clone for $20. Not bad sounding, straight neck, new strings, holds its tune, no complaints about it.

Then again, I know far more about guitars than I do basses...
 
You can definately find a "pawn shop" treasure in that price range.... I've got a monster of a bass that says "MAGNUM" at the top. That bass simply rips and I paid 75 for it at a pawn shop.

Ibanez sound gears are awesome! The bassist in my very first band had one and it was really easy to play, and sounding pretty good.

OLP Stingray clones are pretty cool as well. (The same guy I was just talking about has one, and I love it).

As far as an amp goes.... I know it's not a combo but I saw a Hartke cab with (2) 10"s (1) 15" and (1) or possibly (2) horns at sam ash for 250..... that's a smoking deal. I like the way 2x10 and 1x15 cabs sound together, but having them both together in the same cab has to be very nice.

Just my two cents. :D
