I just put protools le back on my computer and....

I just reloaded my m-box pt le back on my pc and when I open it its asking for the ilok to load certain plug ins or the authorize them and I dont own a ilok. I dont remember it asking me for that the first time I uploaded

for ex: The JOEMEEK VC5 meequalizer. its asking for authorization for me to use it. It says press authorize to begin or press quit to close the window. Do I just close the window and skip these processes?

also for some odd reason everytime that i get to the loading Structure.dpm plugin it keep freezing right there and I dont know why

You've installed the factory bundle option, which you haven't bought.

Just click exit each time one comes up, then at the end of loading, it should ask you if you'd like to move unused plugins to the unused plugins folder - they won't ask for authorisation again.

As for structure, it sounds like it hasn't installed properly. Try reinstalling just structure (or more likely just the AIR plugins). To do this, run the Pro Tools LE installer, then click on advanced options, and select JUST Air Plugins, or it might be called Pro Tools Creative Collection.
