How to soundproof low ceiling with beams?

I have a basement studio with a 7' ceiling, w/exposed beams and tons of wires/cables/ductwork running all over, plus an open stairwell that turns 90 degrees halfway up and two small, old windows, one of which has the drier duct going out of it.

Is there a way to soundproof this effectively without spending a million bucks? I feel somewhat daunted, and don't even know where to start. I bought a bunch of auralex off craigslist, and that helped the bouncing around of sound, but not the overall volume leaking through the house(and neighborhood!)
Thanks, and if someone wants a pic I'd be more than happy to shoot a few, if it would help with suggestions--

Ok, do it and I'll give it a shot. But when you do, describe EXACTLY each wall, floor, and ceiling construction or material. What kind of music you are recording, what instruments, where the speakers are, where the instruments are
what you can do, budget, do you own it or rent, ...you know. Give us info.
