Well I guess it's a task that needs mastering for DJs and hip hop artists.
It's much easier controlling the "beat" when recording live musicians though!

You're describing what a DJ does. You're looking for a DJ plug-in? I don't think they exist yet, but God help us all when they do.

If you mean time stretching take a look at Reason by Propellerhead Software. There are a lot of DJ type and electronica geeks who use it for just that reason NPI.
