how to change a picture to 60 pixels X 60 pixels

You need to get a program that can edit pictures. Photoshop is probably your best choice, but pretty much any other program than Paint will do the job.

Using photoshop: Crop your image into a square using the crop tool. Click Image -> ImageSize and uncheck Constrain proportions (unless the picture is already a perfect square). Type in the hight and width (in pixels) that you want and click OK.

You can use Paint if you want to, but it is not that precise: Open picture using Pain and check your picture dimensions under Image -> Attributes. Its probably good to change the dimensions so your picture will be a square (this will crop your image- do not type in 60x60 yet... if your picture is 600x400 you should type in 400x400 leaving your picture as large as possible). Take note of the dimensions and calculate how much you need to reduce your picture (in percent) in both vertical and horizontal directions. Use Image -> Strecth/Skew to edit the picture into right dimensions.

Microsoft photo editor will let you do it. In the Image menu, select Resize. Select Pixels for the units and type in the size you want.
