As I look on soundclick.com, I see alot of Hip-Hop "producers" selling their instrumentals to rappers. On their pages , it says the individual tracks of the instrumental will be sent to the buyer. Why?Doesn't the engineer only work on a single stereo track?

The mastering engineer only works with the stereo tracks. The Mixing engineering uses all of the tracks to mix into a stereo master.
So the rappers track will be added with the others then mixed down to a stereo mix.

he does mix it himself, with the help of the mix engineers, at least thats how i thought it worked, but i know the mastering engineer only does mastering. mixing is about getting all the elements of the track right, mastering is about making it sit well with the other tracks on the album, easier to listen to if u will.

The producer probably mixes the beat himself, but if/when someone buys it, or gets it for free, or whatever, they will probably be adding on vocals to the beat. When they bring it to their own system, it's gonna sound different when the vox comes in. Some things could be clashing with the vox (bass frequecies, midrange stuff) that would have to be eq'd out or down, or it may have to be moved in the mix. It could be a great mix when they send it out, but when you add the vox, it could sound like ass so they would have to mix it again so everything fits with the vox they add, be it a rapper, a singer, or both. And let's not even get started on the new guy adding instruments to the beat, that's a whole new set of problems.

Actually if they are just selling beats they are really fitting the function of SONG WRITERS more...
