How do you work PreSonus's Blue tube?

I just got it today, but I am confused. I can not get the level to 3 decibles, or even 0 decibles without clipping. When I first start I start with all levels down, then I move the Gain or Drive up to try to get the level to at least 0 decibles. When I get the level to 0, it clips on my recorder (Tascam 414mkII).

Which should I adjust first, the Drive or Gain? How high should I adjust the Drive and Gain?
