how do i set my sound card?

i have a lynx one sound card. the problem i'm having now is running fruity loops. i only have one kickdrum going every 16 bars. when the kick goes off there is a double right after it. it allmost sounds like an echo but it isn't set with any verb or delay. it's just a dry kick. is it something within my sound card? timing clock or something?

it's the program

even though fruityloops has a 96 sample rat option it wars you that there may be odities in the sound. i set it back to 44 and it sounds okay.
