This is hard man.. Can some one plz explain to me like a dummie how to record over an instramental in Acid.. All I want to do, is be able to hear the beat, and rap over it, while recording.. plz, don't shove the manual in my face either, it doesn't explain in ways that i understand.. can someone plz explain to me in a couple of steps..

Recording an audio or vocal track is as simple as clicking the record button and then clicking start.
All of the other tracks that you have built\recorded will playback while you record your vocals.

Is that explaination for Edit pro or acid?.. because when i press record, all it does is record my voice, i press record, speak into the mic, and play it back, and it's my voice.. I didn't know how to rap over the beat while it's recording both vocals and the instramental.. honestly, that needs elaboration, because i've tried that..I know that it has to be easy tho..

That's for Acid, but Acid isn't really a multitracking software. It only allows for 1 track at a time recording.
Question .... where is the instrumental being played from? Is it tracks that you have built within Acid via loops or is it originating from elsewhere?

I downloaded the instramental already, I have the files on my desktop. i just need to drag it in i guess. but, i just don't know how to record the beat that i already have, and rap over it, while it records my voice and all..

Unfortunately, I don't know how to explain this in an easily digestible manner.
You really need to have a good understanding of of track creation in Acid. That would mean studying the manual or searching for some good tutorials.
If you have some files that make up the instrumental, you need to use the explorer window in Acid to find them. Once you find them you need to double click them (depending on the length of the file, you may need to beatmap it). This will create a track for that file, now you will select the paint brush and paint out that track.
Once you have painted all of the instrumental tracks, click play and they should all play back.
Now to record your voice to a new track within the song you just built ... hit record and start.
I gather that may not have helped one bit, but if you spend some time with the manual and\or reading through the help files you should be able to get a clearer picture as to how this all works.

Good luck.
