How do i cut tracks

Go to the Edit View [View -> Edit View]. (Or something like that.)
Highlight the area you'd like to delete, right click, and choose "trim".
 
This still leaves you with the "dead air" at the beginning of the Multi-track View...unless you right click & drag the waveform to the left. Note: this becomes more difficult with each succeeding track (i.e., more than one) unless you are meticulous about cropping each one in exactly the same place in Edit View. Pick the spot you want the playback to begin at, set the cursor there, then hit Control/X to trim it back, or go to Edit/Cut to do the same thing. It'd be a good idea to make a copy to practice on first!
 
another way is to send the cursor to the very beginning of the track, hold the shift key down and left click where you want to cut it at. When you hold shift down, this tells C.E. to highlight the selection. Then simply press delete and that selection will be gone.

select multiple tracks

If your talkin about in the multi track..

Go into multi track view.
Hold the ctrl key and click all the tracks you want to select.
Then move em where u want.

you can even group the selected wav files for future group movage!
 
i would suggest dealing with the dead air until your mix is good, get that straight and then mix it down....after you mix it down, cut out the dead air. unless the dead air is like 2 minutes long, its easier this way....it's a pain in the ass to cut each track exactly the same....
