Horrible MIDI Latency!! How to fix?

Hi all,
I'm kind of new to Cubase, and REALLY new to MIDI. I'm running Cubase 1.02 with a Tascam US-244. I have a MIDI keyboard that I've gotten extrememly low latency with using Reason (I think it's 5 ms or something...less than 20, anyways). However, in Cubase my latency is crap - I'm talking 1/2 second or more. Somebody suggested to me today to make sure I have the ASIO driver selected with my soundcard. I'm 99% sure that I do, but I think there might be multiple ones...if there are, I'll try switching when I get home. Does anyone have any other suggestions? Is there a page somewhere in Cubase that you can adjust the latency? BTW, my audio latency is wonderful. Bottom line is, I know my equiptment is good enough to get very low latency, so it must be some setting somewhere that I just have not found out about yet...

How would I go about doing that? I can't find anywhere in my setup that allows me to mess with the buffer settings...

I don't know where the buffer settings would be on the Tascam. I have a Delta 44, Tascam is not gonna be the same. Sorry, I wouldn't know this...
