HighEnd DAW Help!!!!

I want to build an all digital recording studio.
I was interested in the Apogee Symphony system
I have a mac pro quad 2.66
to use for the computer
I was looking at tascam dm3200 or 4800
for digital? mixing or out of the box mixing down the road
but I read an article about someone mixing on the SSL 4000 and mixing inside the box with the waves SSL4000 plug in I didn't hear any differences in the sound. This is what i want to try.
Apogee Symphony ad16x -dac mini
Avalon 737 or 2022 pre's and focusrite
I have several mics including the Neumann u87
I have cubase 4
some waves plug ins, Ua1 plug ins, Bias or Ozone?
I was looking at the mackie MCU8 pro control surface? (any good)
Genelec monitors
I want to record up to 24 tracks with some midi .for now.
any Ideas, I dont really have a budget.

I have the Waves SSL plugins and I love them, but I don't think I would compare them to an actual console. There are many of other circuits (well actual circuits for that matter) in a console that impact your sound. Also, for controllers, you may want to have a look at the new Euphonix controllers.
