Help me pick a board

Thanks to a few upcoming gigs, my band has decided to look into upgrading our hardware. I feel like our needs are fairly unique (just like everyone else) so I'd like some advice.
Currently, we're using a Yamaha 02R (got it used from a friend) and a Tascam DP-24. Between the two of them, I've been able to keep us happy, but we'd like to do a bit more. Our goal is live studio recording. The biggest huddle is the Tascam has only 8 inputs. Ergo, we can only record 8 tracks.
We're looking for a DAW with 16 inputs - XLR and 1/4" - with preamps, and phantom power. Onboard recording, preferably to an SD card (we may go to a computer, but that's more to think about). I need to be able to easy get the tracks off so I can mix at home.
Another requirement is....I'm not sure how to phrase it, but I want to record clean vocals, while adding effects to main outs/studio monitor (I'm assuming if we've gotten this far, the board will have onboard effects, so I didn't list that as a requirement, but it obviously is)
Now that I see it written out I'm thinking we may not be as unique as I thought.
Our price range is around $1,000.

An old Roland VS2480 might do it for you? 24tracks, 16 inputs. (XLR (All with phantom power) & Jack) If you can get hold of a good USED one.

Pretty nifty machines, can connect mouse and monitor and use it like a computer based DAW. Has it's own Operating System. Can also get some pretty good FX cards for them too.

used presonus 16.4.2 would do the trick. that's what i bought.

Does the Roland VS2480 have 16 XLR ins? It looks like it has only 8. I'm looking for at least 12.

Does the Presonus require a computer to record? I don't believe it has any onboard storage. I'd prefer SD card, but any onboard storage would be great. We're trying to avoid recording to computer for a few reasons (that I'll list if anyone really needs me to).

Yeah sorry, 8 XLR with Phantom Power, 16 line and 1 HiZ. I meant to write that above, don't know why I didn't.
