help finding "soundcard settings" without using the start menu!

I need to get into the "soundcard settings" folder or whatever it's called that's in the control panel, where you can change sound settings for your soundcard. Unfortunately, windows explorer.exe isn't working so I don't have a start menu in order to get to it. I have to manually find files i want to open using by clicking on computer>c drive> etc. Does anyone know where the control panel folder is located on the hard drive, and more specifically the audio options folder?????
 
I'd spend my time finding a version of windows explorer.exe that worked before I wasted my time trying to figure out how to do stuff without it. That being said, if there is no icon in the taskbar at the bottom right hand side of your screen, I have no idea.

I assume when you say "a version" you are implying that I have a hacked OS. I'm sorry but my brother is pretty high up at MS and I get windows for 30 bucks. I lost my start up cd, so I can't repair or reinstall windows. The problem is, I DON'T HAVE $30 DOLLARS FOR A NEW DISC, at least for about a month because I am broke(damn mytek converters!), and I would like to at least get some work done in that month. Thanks.

You assume wrong. You should be able to copy explorer.exe onto a disk from another system, or maybe even download it. Place it into the proper file directory and move on. Your brother being so high up at MS, he should have been able to tell you that.

Thanks for the help! I'll try that. It also gives some message about how some kernel or something isn't working whenever i start up, or do something that asks explorer.exe to start up, so I don't know if that'll completely fix it. My brother has little or nothing to do with software or programming, what he does is basically sales.

Well that narrows it down. It can only be a couple of things.....
