Gina card problem - and, is there a better choice?

I recently upgraded to a more powerful computer, but my Gina card does not seem to like it. There is a noticeable high-pitched tone coming out of the active audio channels when I play back. I have not been able to get rid of it.

If this is a motherboard/card issue, I'm stuck in a tough spot. Which to replace?

So my question is,
(a) anyone got any ideas about Gina, and
(b) if I need a new sound card, what would you recommend? I kind of like the Wave 496 from the look of it, but I'm also inclined toward 8 outputs (though I rarely use 'em). Are there other good choices for Win98SE or Windows 2000 systems?

I love my MOTU 1224 - it has 8 analog ins and 8 outs plus some digital channels. A bit pricey, but very high quality. I got it after having no luck getting the Layla to work at all in my system.
 
What kind of system was Layla not working on diragor? Athlon? If so that explains alot.. Anyway I would recomend Layla hands down the 8 ins and 10 outs are sweet the new Layla has optical and is 24/96
