It hasn't been taken down, as in a policy decision to no longer have it. Rather, it appears that they were trying to upgrade it to a newer revision of the software, and whoever the administrator is has screwed up the installation so badly that it won't run. And apparently nobody inside Fostex ever looks at the site, so they don't _know_ that it is dead.
I really don't think that it is a policy thing- I think that it is a simple lack of competence on the part of the site administrator. I sent some email to "webmaster@fostex.com", but haven't got a reply: most likely they don't even have that role account there, and it just went into the bit bucket.
