fostex 250

My fostex 250 4-track doesn't respond when pressing play or play/record.Everything else works fine.Also there is a warning on the bottom cover about tearing wires if removed. Anyone have advice? Thanks in advance.

I'd suspect the capstan belt. I can't help with opening it up, though.
