if i have a 20 bit tape, previously formatted with an xt20, can i format it 16 bit with an xt? or do i have to still use the xt20 to format it 16 bit first?

You can reformat any tape with any machine. It will just erase and write over whatever is there at 16 or 20 bits (depending on the vintage of the machine) and 44.1 or 48k, whatever you set the clock to.
