Fluctuating Volume Levels

Maybe somebody can help on this? I'm using guitar tracks pro, and when I playback what I just recorded the volume fluctuates, it would get softer then go back again..I don't know what's causing this. Anyone here have a similar experience? It also happens in windows sound recorder, so it can't be the software.

Can you see the volume fluctuation in the wave form display itself?
If so, I'd suspect cables or possibly a faulty soundcard.
If the wave form looks good, try some different speakers/cables to try and narrow it down to whether or not the soundcard is at fault.
If all audio from the computer has this anomaly and not just material you are trying to record, it may still be cables, the soundcard or the speakers.
