Effect Unit Add on?

This is gonna be a story about vocal recording

I used to have a mixer that has effect built in (knobs effects built in), and i'm so used to it, it was very basic with just 3 thing "echo" "delay" "repeats". It turn out the dam thing worked pretty good, the only problem is that having is the cheap micpre on the mixer did not have support for phantom power and it was very very noisy (hissing like crazy).

So i drop it and went out and get myself the audio buddy, it's a good little preamp that's clean enough for me to work with. The slight problem now is that i'm missing my effects. And it was a pain to work in adobe audition to get the effect that i wanted in echo/delay for the vocal. After a few hours messing i'm just gonna give up, all the other things i can work with (compressor, limiter, EQ) using the software, the delay and echo/repeat is just too sensitive and i can't seems to hit the right spot.

If i was to add an effect unit, which one is recommended for the cheap/basic use that i'm doing. and how would i chain it up?

right now it goes like this
Mic >>> Preamp >>> Soundcard
Before it was like this
Mic >>> Mixer >>> soundcard

very basic setup. if i was to add an effect unit does it goes like this?
MIC >>> Preamp >>> Effect Unit >>> Soundcard?
or
Mic >>> Effect unit >> Preamp >>> soundcard?

I've also heard stories about not chaining preamp >>> preamp. Does these effect unit have some sort of built in preamp? i'm seeing knobs with input gain/output gain on them, and that might create hiss

I tried this setup before:
Mic >>> Preamp >> Mixer >>> soundcard

and there was alot of his because the preamp and the mixer are both amp and they seems to not like that setup.
