i know these are not the best mics, but which company do you think is better? Im thinking about the CAD 7 piece touring pack or the Samson 5 piece kit. Thank you

There is no question about it you'll want to get the Cad set for it offers overhead microphones in the set where as the Samson doesn't.

I am very happy with the CAD KBM412 bass drum mics and the TSM411 mic, I have not used the condensers.

CAD makes decent mics in general. Their SDCs are generally considered to be just so-so, so you might decide to upgrade your overheads at some point in the future (unless these SDCs are better than their older ones).

I've never been a fan of anything Samson makes.

Definitely go with the CAD set.

Unless you can afford better Have you shopped around and there is something close to your budget?
I think it would be best to wait maybe a month or so and get a package or a piece by piece full set then to have to settle with these and wish to upgrade all most immediately.

Used both still have a somewhat hybrid kit (AT kick drum with couple ea. of CAD/Samson for rim mounts, 2 modded MXL603s as overheads and a bastarized SM57 for snare) that employs some of them for live emergency use (if by chance a clients drum mics are way worse then mine). My suggestion, for no particular reason would lean in direction of CAD. But it is almost flip of the coin.

I would look into the cheaper audix kit. I use to have it and it sounded great.
