24/96 to 16/44.1... i use wavelab, cubase and nuendo. all these programs can mixdown 24/96 to 16/44.1

SoundForge 5 works pretty good too. It has a few different dithering schemes.

In short, dithering is a process of adding noise to a sound file to make the change in bit rate sound more pleasing to the ear than simply truncating the bits (which could leave nasty sounding artifacts).
There is no "best" setting (that's why they give you choices). It depends on the music. You use your ears to determine the best one for the material you are working with.
