There is a phase shifter under Edit after mixdown or in edit waveform view:

Edit
Effects
Phase shifter..

I just looked up the difference from a flipper to a shifter....

a flipper is for thin tracks I suppose...

yeh but it's something you only do once and save the file. It's not really an effect. It's to fix out of phase signals.
