Digital effects box suggestions

I'm just starting up. Will be using Mona, Vegas. Want an excellent ditital effects box under $500 if possible (if not, let me know) that:
1- Won't add any noise as I record.
2- Can be used to add effects to instruments as well as voice.
3- Easy to use, lots and lots of pre-sets that are well organized, documented and easy to get to.

Would like to be able to have an all in one, reverb, distortion, chorus, etc. Is that realistic or should I be thinking about 2 units?

Any ideas?

sounds like your lookin for a multi effects processor. they start around $100.00 and up.
