Is this card basically in the same league as the M-Audio Audiophile 2496?
Can I use Cakewalk and Soundforge with this card?

no no no, don't even touch that card. It's an old old Digi card that came out around the time of Windows 95/98. Digi doesn't even support the card anymore nor does any latest versions of Pro Tools (I can't recall the version of PT that was last supported...but probably 5.x). And I doubt it will work with any latest version of Cakewalk or Soundforge.
you'd be better off with the M-Audio card. you'll get basically the same amount of channels, higher sample rate, and MIDI capabilities.
