DIGI96 pst, Cakewalk, and Windows 2000

Current system info: RME Digi96 PST I/O card running thru a Tascam IF-TAD interface into a Win2k machine. TM-D1000 outboard mixer is being used to control progs and perform external mixes. Primary programs include Cakewalk Pro 9, Cubase, possibly Pro Tools later. I can force the card and mixer to sync, but switching programs often drops the 44100 bitrate to the Windows native of 32000. Whenever the sync drops, I have to change the card settings and resync the mixer. Cakewalk has no functionality with either playback or recording. The card will play an mp3 thru a third party software like MusicMatch, but Cubase and Cakewalk will not even register a signal. All drivers are current, all cables are connected accordingly. (Currently running two lightpipes for 8-track I/O and one SP/DIF cable because if seemed to make the box function :) I've been thru a pack of smokes, four pipeloads and a lot of frustration. Any tips or advice would be GREATLY appreciated.
