so I am considering trading my freind my old computer monitor (old box type) for his delta 44 instead of just selling it.... can i put record drums with 4 mics if i already have 4 pre's? or will it all be all panned to one side for each 4 inputs on the soundcard box?

Yes

Only if you wanted it to be that way.

Once it's recorded on 4 individual tracks within your software multitracker, you can pan each however you like.
 
The 4 inputs are seen by recording software as 2 stereo pairs but you can, in the case of a mono track, choose if it's a left or right input feeding the track. On playback, the track can be panned however you wish and sent out on any of the 2 stereo outputs (the 4 outs). Provided you have mic pre-amps, you can certainly achieve your wish but you will have to use a multitrack recording program that supports more than one input pair. Cubasis, for instance, does not.
Considering how cheap CRT monitors are now, I think you're getting a very good deal.
